Our standard modification work is scoped and priced as a fixed project using Modification Units. Truly exploratory debugging can be quoted separately when the scope cannot reasonably be known in advance.
We keep the original project scope intact and issue a separate change request for the new work, so the project does not become an open-ended negotiation.
